Why this BA15S LED bulb doesn’t have an E-Mark:

Replacement bulbs must comply with European standards for safety, waterproofing, and short-circuit prevention (ECE R37). These standards are based on old incandescent and halogen bulbs. LED replacement bulbs cannot meet these standards because they do not have a filament. Therefore, this LED bulb does not receive the ECE R37 certification and is officially not allowed to be used on public roads.
