Why this BA15S LED light doesn’t have an E-Mark:

Replacement lights must comply with European standards for safety, water resistance, and short circuit prevention (ECE R37). These standards are based on old incandescent and halogen lights. LED replacement lights cannot comply with this because they don’t have a filament. As a result, this LED light doesn’t receive the ECE R37 certification and officially cannot be used on public roads.
